On January 11, 2023, Targeted Justice filed a $1.3 billion lawsuit against the DOJ, FBI, and DHS, challenging the unconstitutional Terrorist Screening Database Handling Codes 3 / 4 subcategories for “Non-Investigative Subjects.”

The Terrorist Screening Database administered by the FBI contains the identities of approximately 400,000 American citizens with no connection to terrorism. In government reports, they are referred to as “Non-Investigative Subjects.” In violation of due process, they have been secretly placed into this database without legal recourse.

The DOJ, FBI and DHS have exceeded the scope of authority of the post-911 Executive Directive HSPD-6, by placing innocent Americans into the database.
